Can NDIS funds be used for Gardening and Cleaning?

The answer is yes... if a participant's disability limits their capacity to do tasks around the home such as gardening or cleaning, then the NDIS may fund these supports.  They must however have the core budget, Assistance with Daily Life.

What are the general rules around Home Help?

If a participant lives in shared accommodation and can’t clean their own room due to their disability, the NDIS may fund a cleaner but only for their personal space. Shared areas (like kitchens or lounges) aren’t covered, as others can clean them.

The bottom line is the assistance must be Reasonable and Necessary.  That is, the help is required due to the disability and an informal support (such as a family member) is unable to assist and allows the participant to live independently.

What can my home helpers charge?

If a participant is Plan Managed, they can access the services of any cleaner, gardener or home helper who is able to send a tax invoice to receive payment.  This is a terrific initiative for small business as they do not need to be NDIS registered.

As at 1 July 2025, the maximum a provider can charge per hour is:

$56.98 for yard maintenance

$58.03 for cleaning

$59.06 for assistance with personal domestic activities such as gardening or housework
